Microsoft 365 E7 — branded as the Frontier Suite — reached general availability on May 1, 2026. It bundles four components that previously required separate purchasing decisions: Microsoft 365 E5, the M365 Copilot add-on (Copilot Wave 3), the Entra Suite, and Agent 365 governance. At approximately $99 per user per month through CSP, E7 represents roughly 15–20% savings against the equivalent components purchased individually.

What E7 Changes Operationally — and What It Doesn't

E7 is not a cost-consolidation play alone. Three capabilities it introduces change how AI is governed, deployed, and consumed within Microsoft 365 in ways that affect IT, security, and finance teams — not just end users.

Work IQ provides shared organizational context — meeting history, project status, and cross-team relationships — as a grounding layer for Copilot across the organization, not just for individual users.

Agent 365 introduces a centralized registry with an Entra Agent ID for every AI agent running in your tenant, creating the governance foundation that most organizations currently lack.

Copilot Cowork enables fully autonomous multi-step tasks — prep a board brief, reconcile a budget, build a deck across data sources — without continuous user input.

The operational consequence is that as AI adoption scales under E7, cost shifts from fixed seats to a combination of fixed seats plus variable Cowork consumption. Understanding what that variable exposure means in practice is essential before upgrading.


Three Gaps in Most E7 Evaluations

Across the organizations we work with, three gaps appear consistently when E7 is evaluated or deployed without adequate preparation.

Shadow agents discovered after the fact Microsoft reported that organizations piloting E7 found tens of millions of AI agents created informally during preview periods — built in Copilot Studio, Power Automate, and via API access — without any governance structure. Upgrading to E7 does not automatically inventory or register those agents. Agent 365 provides the framework, but a retroactive agent audit is a prerequisite for meaningful governance, not an automatic outcome of the license upgrade. Cowork credit exposure has no license ceiling E7 includes Copilot Cowork as a licensed capability, but task consumption is billed separately in Copilot Credits at $0.01 per credit. A 500-user organization enabling Cowork without spending controls can accumulate $10,000+ in monthly credit charges above the fixed license cost within the first billing cycle. The M365 Admin Center Cost Management dashboard provides per-user caps and hard budget limits — but none are pre-configured at enablement. Deliberate setup is required before rollout.

E3 organizations face a planning gap, not just a price gap For organizations on E3, the move to E7 is not a simple SKU change. It requires planning across license migration timing, Copilot adoption readiness, identity governance configuration, and CSP renewal alignment. Organizations that synchronize the upgrade with their renewal window avoid paying for overlapping license periods. Those that don't typically absorb 30–90 days of dual-cost exposure — enough to offset the bundle savings for the first year.
